Social and Labour Plans Programme


The South African mining industry is required by government to invest in the communities where they operate and from which they source their labour. This requires the industry to research and to be abreast of the strengths, resources and needs of those communities.
The Broad Based Black Economic Empowerment (BBB-EE) Codes of Good Practice also encourage businesses to contribute to the Socio-Economic Development (SED) of South African black communities. There are many companies that supporting development initiatives already but receive little or no recognition for doing so. Thembalethu Development provides the business community with credible verified projects that enable the investor to claim points towards their BBB-EE scorecards in addition to contributing to good corporate citizenship.
The added benefit is that Thembalethu Development is a Public Benefit Organisation (PBO), and so donations to the organisation and its projects are tax-deductible.
Thembalethu Development assists the mining industry and other stakeholders in conducting socio-economic research, in documenting Social and Labour Plans (which is a commitment that the mining company will invest in its communities) and in executing the plans.



  • The organisation engages with municipalities, traditional leaders and other stakeholders to ensure the SLPs and associated community development projects are aligned with the needs and priorities as expressed in municipal Integrated Development Plans (IDPs);
  • The organisation does environmental scans to ascertain the available resources and needs of the communities;
  • In terms of Socio-Economic Development contributions, we provide businesses with the necessary documentation required for BBB-EE verification. We also provide ongoing information and updates on the programmes/projects and activities supported.

Current and past experiences

  • We assisted Kumba Resources, Exxaro Resources, Eyesizwe and Ticor in the development of SLPs for all their South African operations;
  • We assisted Imerys South Africa in the development of SLPs for all their South African operations;
  • We conducted project evaluations for the Ponahalo-De Beers Trust and Anglo Platinum; and
  • We also assisted mining houses such as AngloGold Ashanti, Northam Platinum, Gold Fields, Sibanye Gold, Anglo American Platinum, Lonmin, Exxaro, Harmony Gold and the Chamber of Mines in conceptualizing and implementing SLP projects.
